PA Offers Illegal Dump Cleanup Grants

Do you work with a group interested in helping clean up illegal dumps? If so, there is grant money available from the DEP to help with your project.

The Department of Environmental Protection deadline to apply for Illegal Dump Cleanup grants is Jan. 27. Grants of up to $25,000 are available to provide communities with the tools and resources they need to restore illegal dump sites and prevent future dumping.

To apply, grant applications are available at www.depweb.state.pa.us, keyword: Illegal Dumping, or by calling DEP’s Bureau of Waste Management at 717-787-7381.

Pennsylvania is investing $500,000 in the Illegal Dump Cleanup Grant program for communities and nonprofit groups. The program will focus on cleaning up illegal dumps, restoring sites, beautification projects, and surveillance efforts at existing and remediated dump sites.

Grants will also help to enforce littering and illegal dumping ordinances and will support public awareness and educational outreach to inform local citizens about illegal dumping, littering and clean-up activities. The grants are available on a competitive basis to any existing local government or incorporated nonprofit organization located in Pennsylvania. A 50% matching investment is required.

An applicant cannot, in any way, be responsible for creating any illegal dump located in Pennsylvania.

Mine Subsidence Insurance To Drop 25-60% in Pennsylvania

The DEP has issued a statement that "beginning Jan. 1, homeowners and commercial building owners can take advantage of substantially lower rates for mine subsidence insurance, making it more affordable to protect against catastrophic damage should an abandoned mine beneath their property collapse without warning."

Schuylkill County is in the Anthracite Coal Region... so this is a big deal in our neck of the woods. Many houses in northen Schuylkill, in fact, sit right on top of mined or mine-owned lands.

Effective the first of the year, annual premiums for residential mine subsidence insurance will decrease by 25%. Insurance rates for commercial structures will drop by 60%.

In a press release issued today, Acting Environmental Protection Secretary John Hanger said this affordable coverage can protect an investment and provide peace of mind to a home or business owner in Pennsylvania’s coal regions.

“Most homeowner policies do not cover damage caused by mine subsidence,” said Hanger. “More than 1 million Pennsylvania homes sit on top of abandoned mines, yet most homeowners in mining regions do not have this most basic coverage. The department has taken several measures to make Mine Subsidence Insurance even more affordable and easier to purchase, and it has expanded available coverage to include sidewalks, driveways, retaining walls, in-ground pools and other types of property. “Starting in January, the average premium for mine subsidence insurance for residential property owners will be less than 70 cents for $1,000 of coverage,” said Hanger.

“Homeowners can purchase up to $250,000 of coverage for only $157 per year, or slightly more than $13 per month, and business owners can get the same coverage for $314 per year. For that relatively small investment, they’ll get peace of mind knowing that their homes and businesses are covered in the event of mine subsidence on their property.” Pennsylvania’s Mine Subsidence Insurance program is a non-profit fund administered by the Department of Environmental Protection that provides coverage of up to $250,000 for homes, businesses and attached structures in the event of subsidence from abandoned coal and clay mines. The average residential policy is valued at $130,000 at an annual cost of $85, or just more than $7 per month. A 10 percent discount is also offered to persons 65 years of age and older for residential policies. “Property owners can now purchase mine subsidence insurance by phone, through their local insurance agent or online with a credit card,” said Hanger.

“There’s really no excuse for not purchasing this vital coverage to protect your home and property.” Property owners can apply for mine subsidence insurance directly from DEP by phone at 800-922-1678 or online at www.pamsi.org. The Web site contains a wealth of information on subsidence issues and program coverage, and features an interactive map program that lets property owners see if their home or business sits atop an abandoned mine.

“This rate reduction is the first offered by the program in 45 years and is a result of sound long-term administration and claims management practices,” Hanger said. The Mine Subsidence Insurance Fund paid out more than $1.3 million for 29 claims during the past fiscal year and has settled more than $23 million in claims since the fund was created in 1961.

What is YOUR Buying Strategy for 2009?

If you're thinking of buying in 2009... read this!

How much money can you spend on real estate?If you are considering buying a home in 2009, or perhaps have been working on it but it hasn't happened, you might want to do some planning.

What IS your real estate buying strategy?

Do you HAVE a strategy or are you going to just go about it haphazardly?

Consider the following:

DON'T IGNORE THE INTEREST RATES

Interest rates are historically low and there are predictions of 4.5%. It's worthwhile checking into what programs you can qualify for and what this means financially for your monthly budget. Be aware that loan qualification requirements remain very tight and a good number of folks may simply not qualify for the lowest rates, or at all. 

UNDERSTAND NEW LOAN LIMITS AND CHANGES AND GET PRE-APPROVED

It's wise to consult with a knowledgeable mortgage broker to get the low down on all the programs and some of the new loan limits - FHA, VA and conforming - that are being implemented in 2009. And find out what you qualify to borrow, and make sure you get a Good Faith Estimate from your mortgage professional. Check back in with your mortgage broker if you were pre-approved some time ago

CONSIDER ALL AVAILABLE HOMES IN YOUR PRICE RANGE

More foreclosures are expected in 2009. Provided you have the stomach for waiting for a short sale or foreclosure to close, there may be even more opportunities. I would not recommend focusing only on distress properties, although for some budgets and markets you may not have a choice. Consider all your options so you can make the best choice for you, and understand the risks and implications of the distress versus the typical sales.

BE THOROUGH IN YOUR RESEARCH, BUT DON'T GET PARALYZED BY THE INTERNET

Make sure you do your research to learn about your local housing market and the homes available to you. But don't get so hung up on on-line searching and avoid the real world - drive bys and open houses for example. The Internet is a tool but don't depend on it to the extent you cannot or will not make a decision.

HOOK UP WITH A QUALIFIED REALTOR IN YOUR MARKET

If you are still going it alone, I recommend hiring a knowledgeable REALTOR who knows your market to help you navigate the transaction, especially if you are considering short sales, foreclosures and REOS (make sure your agent has some experience with these properties). Distress sales can be complicated and frustrating and you want someone who will be an advocate, not a paper-pusher. Use social media to help you if you don't have a referral - blogs, Twitter, Facebook and LinkedIn and other social networks where agents congregate.

None of this probably matters if you aren't committed. If your need to buy is not real, or you are waiting for the bottom to arrive, I'd say the commitment to buy is not really there. Plus you ought to have an idea of what you want to buy, or where you want to live, etc.

A strategy won't do you much good if you don't know what your goal is. You need to know where you are going in order to figure out how best to get there.

Why Rate cuts won't help the housing market much

I have posted about this issue before and I have gotten many comments telling me I'm crazy.

I've been in the mortgage business for over twelve years and I can honestly say that rates have had a very small impact on people's decision of whether or not they should buy a home.

The biggest factors I have seen are:

1) People's perception of where housing prices are going - If people think (as they do now) that the house they are looking at will be priced less in the near future they will wait (even if rates are at 1%)

2) People's need for a home (as opposed to renting) Obviously there will always be people who need more space and who need to live somewhere else, but in the current economic environment, many more will continue to stay put.

3) Mortgage Eligibility. The boom of the past several years was caused not by low rates, but by the enormous increase in eligibility. 100% financing with no-income and poor credit made buying a house too good to resist. Today, due to eligibility being pulled back, at least 50% of the buyers who were eligible in 2005 cannot qualify for financing right now. The truth is that eligibility today is probably what it should be, despite what you hear from the media. Is it too much to ask for someone to show enough income and have good credit? Is it too much to ask for someone to put 10% down when they buy a home?

I would be thrilled if rates continue to fall, because there will be many refinances that i will get paid on, but the concept that lower rates will help housing is one that i just don't subcribe to. Eventually (2011?) housing will rebound on its own (after the many homes in foreclosure get through the legal process and get sold) and people will get off the sidelines. They will start buying when they think that they will lose out if they wait. Even if rates are 7% instead of 4%

How to Set Up Google Alerts

I have written a post on this before, and I use Google alerts daily, and for those who would like to receive Google Alerts, this is how you set them up.

1. In your browser, type Google alerts.

2. Open Up Google alerts, and you will be prompted to either log in, or create an account. If you do not have a Google account, I highly recommend it as Google offers so many different features (i.e. Google analytics, Google docs, etc).

3. Once you have either logged in, it is very straight forward. Type in what you want to receive a Google alert for - for example I use my name - Sharon Paxson. Then the next box is a drop down box, and I select comprehensive. The next box is also drop down and you can select how often you want to receive the alerts.

Thats  it- and you will receive emails from Google that look like this. I reblogged one of Missy Caulk's blogs on Phishing last night and received an email which looked like this:

Now remember, you can put in anything you want to receive alerts for - for example I receive alerts for Newport Beach Real Estate. Not only will you receive these alerts for your own blogs - and it can be any blog site. And of course any author, so it is a good way to see what content is being written about in your community.

You can also send the Google alert email to your customer to provide them with up to date information.

Tenants: What if your landlord faces foreclosure?

If you're a tenant, you probably never thought of that question. Yet landlords are not immune to the foreclosure trend sweeping across the country.

Fannie Mae this month pledged to change that with its new renter policy starting in January. The plan will allow renters living in foreclosed properties to sign new leases with Fannie while the property is up for sale, or give the tenants money to relocate. Fannie has yet to establish the length of the leases, and the amount of move-out assistance will vary by state and property. Freddie Mac says it will unveil a similar program in a few weeks.

 

Know your local rights and the foreclosure process--how long do you have to get out? 60 days? 90 days?

Above all, make sure you save for a rainy day (or the day when you could be out of your rental).

Coal Making A Comeback in Heating Homes

The New York Times has an article today about coal making a comeback in heating homes. Several northeast Pennsylvania businesses are quoted, including Pottsville's Reading Stove Company and Reading Anthracite.

Coal may never make economic sense in areas far from where it is mined. But in places within reasonable delivery range, the price tends to be stable, compared with heating oil or natural gas. Prices for natural gas more than tripled in recent years before plunging in the last few months amid the downturn. Coals vary in quality, but on average, a ton of coal contains about as much potential heat as 146 gallons of heating oil or 20,000 cubic feet of natural gas, according to the Energy Information Administration.

A ton of anthracite, a particularly high grade of coal, can cost as little as $120 near mines in Pennsylvania. The equivalent amount of heating oil would cost roughly $380, based on the most recent prices in the state — and over $470 using prices from December 2007. An equivalent amount of natural gas would cost about $480 at current prices.

Government data suggest that about 131,000 households use coal as their primary source of heat, with perhaps 80,000 more using it as a secondary source. Those numbers are small enough that issues relating to pollution and greenhouse gas emissions have remained largely off the radar.

Concerns like these have not deterred companies marketing coal. Back East, the Blaschak Coal Corporation, a midsize supplier of anthracite in Mahanoy City, Pa., still emblazons company trucks and baseball caps with images of Santa Claus lugging a sack of coal. “Everybody’s looking at wherever they can to save money,” said Daniel Blaschak, a co-owner of the company. “ ’Cause guess what? We no longer have disposable income. We are up to our necks in debt. And there’s very few things we can’t live without, but heat is one of them.”

Energy Saving Tips for the Winter Months

It is no secret that energy prices have been high all year but thankfully have dropped quite a bit as we head into the Winter months. There are of course plenty of things you can do to save additional $$$ and conserve energy this Winter. Some are fairly obvious and easy.                                                                                      

Here are some of the easiest energy saving tips for your home:                                                                                                                                                                                           

Turn back the thermostat - Kind of a no brainer but here is my suggestion...Upgrade to a programmable    Metrowest Mass Winter Home thermostat and set the temperature down during the time when you are not home. For me it is easy because I am at work selling Real Estate all day.

The temperature in my home automatically goes down to 60 degrees at 11 p.m at night and stays that way until 5 p.m the next day when I get home. So between 5 p.m and 11 p.m when I am usually around the temperature moves up to a comfortable 70 degrees.

As an additional thought if you have a multi zone system I would also suggest that you may want to keep the area of your home where you sleep a little bit warmer than the rest of the home. For example if you have forced hot air and your bedrooms are on the 2nd floor there is no sense in keeping the downstairs the same temperature as the bedroom area. Have your thermostat set to go down at night on the 1st floor.

Close the fireplace damper - This is one that I often forget about. There is quite a bit of heat that can get lost going up and out the chimney.

Give your heating system a tune up - Proper maintenance is vital to keeping your heating system running most efficiently. Make sure that you have your heating system cleaned and inspected at least once a year, especially if you are using oil as a fuel source. During the heating season make sure that the filters are changed once a month.

Fill the gaps with weather stripping and caulking - make sure all your doors and windows are tight. Just the other day I noticed a draft coming from the interior door leading to the garage. I had not noticed that the weather stripping was missing. You can pick up an item like this at Home Depot or Lowe's for under ten dollars. If you have a home with older windows make sure you caulk and gaps. Using the locks also provides for a tighter and less draft resistant fix.

Window air conditioners - If you home is not cooled by central air and you are using a window air conditioner make sure that all the gaps between the window and exterior have been filled. This is a notorious problem for air penetration.

Add additional insulation to the home - Add additional insulation to your attic, basement and outside walls. This can be done either with insulation batts or with blown in cellulose.

Keep furniture away from vents - If you have furniture blocking your vents you will drastically cut the efficiency of the heating system. In one of the rooms in my home I happen to have long draperies. This can be a problem as well if they are not tied back. Keeping your drapes away from blocking the vents is an important consideration.

Keep the vents clean - Make sure you keep your baseboard, radiators and registers dust and dirt free. This will not only have a drag on efficiency but who wants to breath crummy air. If you have a forced hot air system over the years it is easy to accumulate dust and debris. If you live in the Metrowest Massachusetts area and need a duct cleaning I would recommend Duct Z. They are a national outfit and may be located near you as well.

Seal your duct work - If you have FHA (forced hot air) make sure the ducts are properly sealed. Over time the tape used to seal openings and joints can start to open or even fall off.

Unplug appliances not in use - Guys I know this one is difficult but if money is real tight I would suggest unplugging the beer fridge in the basement or garage. Having an extra refrigerator is a big drain on energy consumption. Things like extra televisions and other household appliances that do not get use often should also get unplugged. These appliances although are not being used still drain energy and cost you money. The term often used to describe this is "leaking energy". Look at the electrical meter on your house before and after doing this and see what I mean.

Clean the refrigerator coils - Once a year you should vacuum or clean the fridge coils especially if you have a pet. Dirt, dust and pet hair on the coils will impede air flow and make the heat transfer less efficient forcing the appliance to work harder. It is estimated that dirty coils can cut the energy use by 6%. This would save around 15$ per year on an older fridge.

Turn off bath fans - After taking a shower make sure the bath fan does not stay on longer than necessary. This is an opportunity for heat to get sucked out of a home.

Turn down water heater temperature - In most homes the water temperature set on a water heater is between 130-145 degrees. Setting the temp back to 120 is more than enough for a hot shower. It is estimated that a 10 degree temperature reduction can reduce water heating costs by 5%. Lowering the temperature by 20 degrees could save the average family around 50$ per year.

Low flow shower heads - Install low flow shower heads to conserve heated water. Also keeping the time in the shower down also helps.

Wrap the water heater  - You can buy a water heater wrap at most hardware stores or Home Depot for around 25$. The blanket will pay for itself in a year and offer saving after that. According to the Department of Energy this will save the average household around 4-9% of their annual total water heating costs (around 12$-48$ for most homes.)

Purchase energy star products - Energy Star Products are much more efficient and designed to save energy. For example an Energy Star fridge uses about 20% less energy than a standard refrigerator. Over time the saving can add up.                                                                                                               

Open shades and curtains  - Opening shades and curtains on the South side of the home is something that will give you a little something extra on those sunny days with a solar effect. Remember to close them at night to help keep the heat inside.
